My sense is that the town was stampeded by the developer and Hartford resulting in an ends justifies the means conduct.Thus, the legal, democratic process was obfuscated. This fits the broad definition of corruption.
How could all of those involved especially those whose specific job it is to review this project not see this mistake. How did they issue a certificate of occupancy? How did someone approve a plot plan? And all this for a PILOT payment. Where was it supposed to go? Kind of looks like it was built right in line for a 840 exit and stop light. Hmmmm.
There was a competition for the Hartford location. That competition was from within the area. The two other locations considered were in Utica and at Griffiss. The company was not about to lose its area work force. So,in a sense, the area was competing against itself.

I still question where is the documentation that the Hartford was moving out of New Hartford. This appears to be speculation or just was not so.
