adverse environmental impacts as identified by State regulation or
law will be avoided or minimized by simply relocating the Project to
the St. Luke’s Campus.

The recent infrastructure/water main break in the downtown, was reported by the OD citing and infrastructure as old as 1921 or was it even older. What does this mean to a new hospital project and how will infrastructure be handled and built to assure service without major interruption? Has this issue been fully addressed?
